COMMUNITY DEVELOPMENT ASSISTANCE

The Community Development Assistance Program brings the PADD’s expertise into project development and management. Staff work with local communities and organizations to make their projects a reality, be it a water line, community center, health department, or regional business expanding its operations. Our services include assistance in finding the right funding sources, writing grant and loan applications, and providing needed project management services.

The programs funding these projects include the Community Development Block Grant Program through the Kentucky Department for Local Development, the Economic Development Administration, the U.S. Department of Agriculture Rural Development, the Delta Regional Authority, the Kentucky Infrastructure Authority, and other local investments.

JOINT FUNDING ADMINISTRATION

Through the Joint Funding Administration (JFA) Program, the PADD assists local communities, economic and community development organizations, and other groups and individuals in vital regional projects. Activities funded in whole or in part through the JFA are public administration services, economic development assistance, Community Development Block Grant (CDBG) technical assistance, administration for business lending, telecommunications, and program administration.

Funding provided through this program benefits the entire eight-county region. The JFA is funded through state and federal funds through the Kentucky Department for Local Development.

EPA BROWNFIELD ASSESSMENTS

Assessment Grants provide funding for a grant recipient to inventory, characterize, assess, conduct a range of planning activities, develop site-specific cleanup plans, and conduct community engagement related to brownfield sites.

COMMUNITY DEVELOPMENT BLOCK GRANTS

The CDBG program aims to assist communities in revitalizing neighborhoods, expanding affordable housing and economic opportunities, providing infrastructure, and/or improving community facilities and services.

LAND AND WATER CONSERVATION FUNDS

Provides funds to protect critical natural areas, acquire land for outdoor recreation, and develop or renovate public outdoor recreation facilities such as campgrounds, picnic areas, sports & playfields, swimming facilities, boating facilities, fishing facilities, trails, natural areas, and passive parks.

RECREATIONAL TRAILS GRANT PROGRAM

Funds can assist in the acquisition of easements, development, and/or maintaining recreational trails and trailhead facilities for both motorized and non-motorized use.

USDA RURAL DEVELOPMENT COMMUNITY FACILITIES PROGRAM

USDA’s Community Facilities Programs offer direct loans, loan guarantees, and grants to develop or improve essential public services and facilities in communities across rural America.

DELTA REGIONAL AUTHORITY

DRA invests in projects supporting transportation infrastructure, essential public infrastructure, workforce training, and business development. It works to create jobs, build communities, and improve the lives of those who reside in the region.

ECONOMIC DEVELOPMENT AUTHORITY GRANTS

EDA helps distressed communities revitalize, expand, and upgrade their physical infrastructure to attract new industries, encourage business expansion, diversify local economies, and generate or retain long-term, private-sector jobs.
